Q: I tried to crisp up some left over meat in this with some oil and it imediately stuck to it... can this not be used like a frying pan?

Yes it can be used as a frying pan and the same rule applies, when the pan is hot enough place the meat in and leave it until it forms a "crust" it shouldn't stick doing it this way

Q: Can I put this in the dishwasher? There is some burnt food on it and I cannot remove it despite soaking, etc.

If I were you, as an 81 year old great grabdmother, experience tells me to try putting water in it to a level above the burnt bit and then put it on the hob and bring it to a simmer for a while. This usually does the trick on stubborn stains. It softens the burnt food and makes it easier to scrape off.
