Q: Does this fit the fluval 13.5 gallon evo?

I use it with a 9 gallon fluval tank. It works.

Q: i have Top Fin filter on my 20 gallon tank , well i really dont know where do i place this carbon ?

Carbon should be the last thing the water touches before returning to the tank with the exception of a polishing pad. This is so ammonia and nitrite can be processed by the food bacteria before the carbon leeches it out of the water. Each filter is different so look at how the water flows in your filter for best placement.

Q: How often does the foam filter need to be replaced?

For the health of your fish you should replace the mechanical filter, the foamy thing, at LEAST every 2 months. This isn’t a sweater that you wear and replace when it’s worn out. Who ever gave that advice doesn’t know their @$$ from a hole in the ground.

Q: Is it possible to cut a third opening in the middle for an additional biomax bag?

Yes you could but that would mean you would have very little mechanical filtration. There won't be enough media left to filter anything.
